חשיפה בגלי צה״ל: מסמך פנימי של המל״ל הצביע כבר בשנה שעברה שמשרד התחבורה לא ממלא את תפקידו באבטחת הטיסות הזרות; גורמי המקצוע באגף הביטחון של המשרד התנגדו להעברת האחריות אליהם, מנכ״ל רשות התעופה האזרחית התעקש, השרה רגב וראש הממשלה נתניהו החליטו - והאחריות הוטלה על משרד התחבורה הפרטים המלאים של החשיפה הבוקר אצל ספי ויניר בגלי צה״ל >> מסמך פנימי של המל״ל שהגיע לידי גלי צה״ל חושף: כבר ב-2021 שב״כ הסיר אחריות מאבטחת הטיסות הזרות, משרד התחבורה לא פעל בהתאם להוראות הקבינט - ולא מימש את אחריותו. במסמך נחשף כי הקבינט המדיני ביטחוני קבע בחודש יולי 2021 כי שב״כ לא יהיה אחראי יותר על אבטחת הטיסות הזרות לישראל, והאחריות תועבר למשרד התחבורה. עד אז, השב״כ כן היה אחראי גם לאבחון הביטחוני של אנשי הצוות שמגיעים בטיסות זרות לישראל. בהחלטת הקבינט נקבע: ״רשות התעופה האזרחית במשרד התחבורה תבדוק כי הנחיות האבטחה במדינות הזרות … עומדות בהוראות האמנות הבינלאומיות״. ועם זאת, נכתב במסמך המל״ל - ״משרד התחבורה לא פועל במסגרת ההחלטה״. בין היתר, זה אחד המחדלים שמבקר המדינה הצביע עליו בדו״ח הסודי שלו ממאי 2024 - שהוטל עליו חיסיון, וכיום אנחנו יכולים לחשוף את הפרט הזה. בעקבות דו״ח המבקר, הקבינט המדיני ביטחוני קבע ב-23/5/2024 כי המל״ל יקים צוות שכולל את משרד התחבורה, רשות התעופה האזרחית, שב״כ, מוסד ומשרד האוצר - כדי לבחון את מערך אבטחת התעופה האזרחית לישראל, ולגבש המלצות לתיקונים ולשינויים. המל״ל אכן פתח בעבודת מטה שנמשכה כשנה, ואנחנו יכולים לחשוף גילויים על הנעשה מאחורי הקלעים של הדיונים: המל״ל ושב״כ דחפו כי משרד התחבורה יקח על עצמו את האחריות הביטחונית על הטיסות הזרות לישראל. שב״כ טען בדיונים הפנימיים כי אין לו מספיק משאבים ותקציבים כדי לטפל בנושא. המל״ל כתב כי ״ראוי שמשרד התחבורה יממש אחריותו על הטיסות הזרות … על מנת שרשות התעופה האזרחית תוכל לקחת אחריות על הנושא, היא תידרש בכוח אדם מתאים ותקציב״. גם מנהל רשות התעופה האזרחית, שמואל זכאי, דחף ותמך בנושא. ועם זאת אנחנו מפרסמים כי דווקא גורמי המקצוע בתוך משרד התחבורה התנגדו נחרצות לנושא - מנהל אגף הביטחון במשרד התחבורה, אברי כהן, טען בדיונים פנימיים במשרד: זו אחריות כבדה מדי, אנחנו לא אגף ביטחון של מדינה רגילה באירופה, רמות האיומים פה גבוהות מאוד וזה גדול עלינו. צריך גוף ביטחוני שיתכלל את זה. כהן זעם על זכאי, מנהל רת״א: איך אתם מעזים לקחת אחריות על דבר כזה - שאתם יודעים שהוא גדול עליכם? גורם שמעורה בפרטי הדיונים אומר לנו: ״כל הצוות המקצועי במשרד התחבורה התנגד נחרצות להעברת הסמכויות - למעט מנהל רת״א שמואל זכאי. כולם עמדו על הרגליים האחוריות, ואמרו לשרה מירי רגב שזו תהיה טעות קשה לקחת אחריות כל כך גדולה. בדיונים הועלה התרחיש - שמספיק שמהגר סורי שעבר לבריטניה יעלה על מטוס, והוא ייראה לנו בריטי ולא סורי - ולא נדע מזה. היו פיצוצים קשים, עימותים ומכתבים חריפים - אבל השרה רגב, המנכ״ל בן זקן ומנהל רת״א זכאי לא הקשיבו. השרה הלכה עם עמדת זכאי, ובדיון שהיה להם אצל ראש הממשלה הם יצאו מהדיון כשהאחריות עברה למשרד התחבורה״. באמצע 2025, ראש הממשלה נתניהו הוא שהכריע בסוגיה וקבע כי האחריות בנושא תועבר באופן חד-משמעי למשרד התחבורה ולשרה רגב ואנשי הביטחון של המשרד, למרות שהם עצמם התנגדו. מאז שמשרד התחבורה קיבל רשמית וסופית את האחריות לבחינה הביטחונית של הטיסות הזרות, חלפה כשנה וחצי. מידע שהגיע לידי גלי צה״ל מעלה כי למרות שאנשי הביטחון במשרד סברו שאין להם את הכלים, הסמכויות והתקציב הנדרש לעשות זאת וסברו שיידרשו לסיוע מגופי הביטחון - הם לא פנו אף לא פעם אחת (!) לשב״כ או למוסד בבקשה לסיוע באבחון ביטחוני או בתחקיר כלשהו אודות איש צוות או נוסע בטיסה כלשהי. לשב״כ ולמוסד לא הגיעו פניות לסיוע בנושא, וגם השב״כ והמוסד עצמם - לא לקחו אחריות מרחיבה. גורם שמעורה בפרטים אומר לנו: ״שב״כ ומוסד ידעו היטב שמשרד התחבורה מפורק, שאין בו אנשים, שאין תקנים ואין יכולות. איך הם הסירו ככה אחריות וזרקו הכל למשרד התחבורה? האחריות היא על משרד התחבורה - אבל גם שב״כ ומוסד אפשרו את המחדל הזה והכתובת הייתה על הקיר״.

The NSC did indeed begin staff work that lasted about a year, and we can reveal findings about what went on behind the scenes of the discussions: The NSC and the Shin Bet pushed for the Transportation Ministry to take upon itself security responsibility for foreign flights to Israel. The Shin Bet argued in the internal discussions that it did not have enough resources and budgets to handle the issue. The NSC wrote that "it is appropriate that the Transportation Ministry exercise its responsibility over foreign flights … in order for the Civil Aviation Authority to be able to take responsibility for the issue, it will require appropriate manpower and budget." The director of the Civil Aviation Authority, Shmuel Zakai, also pushed for and supported the matter. However, we are publishing that it was actually the professionals within the Transportation Ministry who strongly opposed the matter - the director of the Transportation Ministry's security division, Avri Cohen, argued in internal discussions in the ministry: this is too heavy a responsibility, we are not the security division of an ordinary country in Europe, the threat levels here are very high and this is too big for us. A security body is needed to coordinate this. Cohen was furious at Zakai, the CAA director: how dare you take responsibility for such a thing - which you know is too big for you? A source familiar with the details of the discussions tells us: "The entire professional team at the Transportation Ministry strongly opposed the transfer of powers - except for CAA director Shmuel Zakai. They all stood on their hind legs, and told Minister Miri Regev that it would be a grave mistake to take on such a big responsibility. In the discussions the scenario was raised - that it's enough for a Syrian migrant who moved to Britain to board a plane, and he will look British to us and not Syrian - and we won't know about it. There were serious blowups, confrontations and sharp letters - but Minister Regev, director-general Ben Zaken and CAA director Zakai did not listen. The minister went with Zakai's position, and in the discussion they had with the prime minister they came out of the discussion with the responsibility transferred to the Transportation Ministry." In mid-2025, it was Prime Minister Netanyahu who decided the issue and determined that responsibility on the matter would be transferred unequivocally to the Transportation Ministry and to Minister Regev and the ministry's security personnel, even though they themselves opposed it. Since the Transportation Ministry officially and finally received responsibility for the security review of foreign flights, about a year and a half has passed. Information obtained by Army Radio shows that even though the security personnel in the ministry believed they did not have the tools, powers and budget needed to do so and believed they would need assistance from the security agencies - they did not turn even once (!) to the Shin Bet or the Mossad with a request for assistance in security screening or any investigation about a crew member or passenger on any flight. No requests for assistance on the matter reached the Shin Bet and the Mossad, and the Shin Bet and the Mossad themselves - did not take on expanded responsibility. A source familiar with the details tells us: "The Shin Bet and the Mossad knew very well that the Transportation Ministry was dismantled, that it had no people, no positions and no capabilities. How did they just remove responsibility like that and throw everything onto the Transportation Ministry?
