Ra'am – United Arab List

Ra'am (United Arab List) is the political arm of the Southern Branch of the Islamic Movement, led by Mansour Abbas. In 2021 it became the first independent Arab party to join an Israeli governing coalition, and it won 5 seats in 2022. It chose to run separately from the reunited Joint List in 2026; the Central Elections Committee disqualified it, but the Supreme Court unanimously reinstated it on 2 October 2026.

The United Arab List (Ra'am) was founded before the 1996 election as the political wing of the Southern Branch of the Islamic Movement in Israel, the faction that accepted participation in Knesset politics and supported the Oslo process. A socially conservative Islamist party whose base is concentrated among Negev Bedouin and in Muslim towns of the Triangle and Galilee, it was led over the years by Abdulmalik Dehamshe, Ibrahim Sarsur and Masud Ghnaim, and since 2018 by Mansour Abbas. Ra'am ran inside the Joint List in 2015 and in 2019–2020, but left the alliance in January 2021 and ran alone on a pragmatic platform of using political leverage to win budgets and action on crime, housing and infrastructure for Arab communities. After winning four seats, it signed a coalition agreement on 2 June 2021 and became the first independent Arab party to join an Israeli government (the Bennett–Lapid coalition), securing a multi-year plan of roughly NIS 30 billion for Arab society. In 2022 it won five seats (4.07%) and went into opposition. It supports a two-state solution and has been criticised by left-wing Arab parties for de-emphasising the occupation, and by the right for its Islamic Movement roots. Ahead of 2026, Abbas declined to rejoin the revived Hadash–Ta'al–Balad Joint List, opened party membership to all Israelis (January 2026), said the separation of political decision-making from the Islamic Movement was complete (July 2026), and recruited former Yesh Atid MK and police major general Yoav Segalovitz, who was announced on 31 August 2026 as no. 2, the party's first Jewish candidate. The top five Arab candidates (Abbas, Walid Taha, Waleed Alhwashla, Iman Khatib-Yassin, Yasser Hujeirat) were chosen at the party's 28th conference in Tayibe on 22 August 2026. The 73-name list was filed with the CEC in early September. On 23 September 2026 the Central Elections Committee disqualified Ra'am 18–5 (one abstention) on the grounds of denying Israel's existence as a Jewish and democratic state, incitement to racism and support for armed struggle, citing alleged ties between the Islamic Movement, the charity Aid 48 and Hamas-linked bodies; the Attorney-General opposed the disqualification. On 2 October 2026 a nine-justice Supreme Court panel led by President Isaac Amit unanimously overturned the ban, finding the evidence fell short of the legal threshold, and Ra'am is on the ballot (letters עם). Polls in the campaign have given it roughly 5–6 seats.
