Either we are a real democracy in which the sovereign decides, or we keep playing make-believe. The official (the bureaucrat) is required to be an objective professional whose job is to translate the politician's will into action. The moment the official replaces the politician in setting policy – the system collapses. This rule must be color-blind. It holds for Yehuda Eliyahu at the Israel Land Authority, and it holds just as much for the IDF chief of staff, the head of the Shin Bet and the police commissioner. The professional echelon can advise, warn and present alternatives – but at the end of the day, it must carry out the minister's policy. An official, however senior and talented, who acts against the minister in charge of him or refuses to implement his policy – should do the honorable thing, pack his things, join a party and run at the ballot box. Until then, democracy means the rule of the people through its elected representatives, and not the rule of administrators. Alternatively, the prime minister should do the honorable thing and find a way to move the office under another minister, or get the minister in charge to carry out government policy. Any other way, which strengthens officials at the expense of elected representatives, mortally harms democracy."
